Jose Luis Gandara
Associate, Place Pathway
Why do you do what you do?
I believe everyone deserves the stability and opportunity that an affordable home provides. Growing up in a single-family neighborhood that embraced dense, transit-oriented, mixed-income development taught me how good housing policy—and a willingness to embrace change—can reduce inequality and help communities adapt to a changing economy. I’m dedicated to addressing the housing crisis because it’s a problem within our power to solve—with far-reaching consequences for advancing justice and inclusion.
What drew you to the foundation?
After working across levels of government and in affordable development, I was drawn to the San Francisco Foundation’s ability to bring philanthropy, policy, and community organizing together. The Place Pathway reflects my belief that lasting change happens when communities most affected by inequity have the power and resources to shape their neighborhoods’ future.
How would you describe your role?
I help strengthen community-based efforts to keep residents housed and create more inclusive neighborhoods. That includes supporting affordable housing developers, community land trusts, and local partners advancing tenant protections, creative placemaking, and equitable development policies. I also research local political and policy contexts to identify opportunities for impact and serve as the first point of contact for the Bay Area Community Impact Fund.
What inspires you?
I’m inspired by the tireless advocates fighting for housing justice and by the pragmatic, bridge-building leaders who find common ground to make progress. Their persistence reminds me that durable change is both possible and within reach.
